Benson’s “Courageous” Plan Will Deliver a World Class Education For Every Michigan Student

Last week, Jocelyn Benson rolled out her plan to transform Michigan's public education system to provide every Michigan kid with access to a world-class education that will prepare them for the future. As the daughter of two public school teachers, a former educator, and a mother of a 9 year old son, getting this right for the next generation of Michiganders is personal.

From birth to graduation, Jocelyn’s plan will support kids and prepare young Michiganders to compete with young people from top-performing education systems across the country and globe. Jocelyn’s plan has five pillars: 

  • Pillar 1: Establish a world-class education for every Michigan child

  • Pillar 2: Recruit, pay, and keep great educators

  • Pillar 3: Start strong – Birth through Pre-K

  • Pillar 4: Fund schools equitably, efficiently, and transparently

  • Pillar 5: Make the system work together

Democratic candidate for governor Jocelyn Benson is proposing to expand the Rx Kids cash assistance program to every community in Michigan as part of a five-pillar education plan released Thursday that touches on everything from teacher pay to chronic absenteeism.

“Michigan’s next governor has a moral responsibility to fight for every kid in this state — and getting it right starts the day a child is born,” Benson said in a statement to 6 News regarding the Rx Kids expansion proposal. “We know the data and we know what works: kids learn better when they are healthy and well-fed. That’s why my plan includes expanding Rx Kids to every community in this state — putting cash directly in the hands of parents so they can keep their kids healthy, fed and ready to learn from day one.

Other elements include a “Michigan Education Guarantee” tying high school diplomas to college- or career-readiness standards, expanded career and technical education programs for grades 5 through 8 and a proposed constitutional amendment enshrining the right to a quality education for every Michigan student.


On school funding, Benson said she would protect the School Aid Fund for pre-K through 12th grade only and establish a separate, dedicated funding stream for higher education. She also proposed an automatic continuity provision: if the state fails to pass an education budget by July 1 of any given year, the prior year’s budget, adjusted for inflation, would automatically carry forward.

Her plan would create a unified statewide graduation standard intended to ensure students with Michigan public school diplomas are college or career-ready. Benson said it would also focus on every student reading by third grade, expanding hands-on learning, growing post-secondary pathways and providing wraparound services, including for students with special needs.

The second pillar would set a guaranteed $60,000 base salary for starting teachers, while also investing in professional development, coaching and other support. Benson, whose parents were special education teachers, said improving teacher pay would be a “moral commitment” for her as governor.

The third pillar of Benson’s plan focuses on early childhood, including high-quality child care, pre-K support and expanded services for parents of young children. Benson said it would also include expanding Rx Kids to every community in Michigan.

Benson tied the education plan to her broader affordability message, saying Michigan cannot grow its economy or raise wages without a stronger talent pipeline.

Secretary of State Jocelyn Benson outlined a five-part public education policy platform as part of her gubernatorial campaign, saying the state cannot grow its economy without a strong public education system.


“Michigan’s next governor has a moral responsibility to ensure public education excellence throughout our state,” Benson said. “It is critical for our kids, for our economy, for our future.”


She proposed setting a statewide graduation standard while ensuring all students can read by third grade. Benson said her proposal would also expand postsecondary educational opportunities for students and provide wraparound services for students beyond the classroom.

She also proposed the establishment of a statewide strategic plan for Michigan’s public education system and building a more unified statewide system for education.


“It is not unlike what we’ve done in the election arena, where I have over 1,500 local communities that we work with at the statewide level to implement a strategic plan that has transformed our democracy over the last several years,” Benson said. “Now we can do the same for education.”
